After you get into the site, click on the link -New User Registration.
Here, you will enter a page that needs to fill in details like consumer number, bill number, etc. Bill number is asking as authentication proof.
Consumer Number – If you don’t know your consumer number, don’t worry, you can get it from your old bill. The 13-digit number after the c# is the consumer number.
Bill number- The last 5-digits of the bill# is the bill number.

Other details you need to submit :
1) User-id
2) Password
3) Registering user details (Title, name, email, phone number)
Note- Fill in the registering user details, not consumer details. The registering person doesn’t need to be the same as the consumer person.
After filling in all the details, type the verification code and click the Register button.
Note – No need to register again, if you used the website for any other service before.
Online Application Submission for KSEB Ownership Change
- Step 1) Go to https://wss.kseb.in/selfservices/
- Step 2) Login using user-id and password
- Step 3) You will land on a page named View Pill & Pay. You can see and pay the bill here.
- Step 4) Click on the tab ownership change.
- Step 5) Will enter into the next page where you can see three tabs at the top-ownership change, Application status, and Instructions.

Who can Apply for KSEB Ownership Change
There are two kinds of Ownership Change.
1. Application for Change of Name-in case of Sale/ Lease / Change in ownership / Occupancy – not for legal heirs.
2. Application for Change of Name-For transfer of ownership to Legal Heir.

- All the dues have to be cleared before submitting the application for name/ownership change.
- 2) After successful submission of the online application, please keep the originals of documents ( mentioned in the system-generated printable form)ready for verification for KSEB Ltd personnel during the site inspection.
- Documents are required based on the reason for the change.
Documents Needed
1) Legal Heir by Virtue of The Death of Original Consumer
Any of these documents:
- Will
- Registered Instrument
- Succession Certificate
- Legal heirship certificate
- Document certifying revision in municipal or land records
2) Ownership Change on Others
Any of these documents
- Ownership certificate of the building issued by municipal corporation/Municipality/ Panchayath/Township
- Ownership / Possession Certificate of the land issued by the competent revenue authority
- Copy of title deed duly attested by a gazetted officer/ KSEB Ltd Officer
- Copy of land tax payment receipt issued by revenue authorities issued within 1 year(authenticity may be verified with the original)
- Valid rent/Lessor-Lessee agreement along with any of the documents listed above providing ownership of the leaser
- Occupancy certificate from municipal corporate/municipality/panchayath
In Support of the security deposit, any of these documents
- Consent in plain paper for transfer of ownership from the previous owner
- Indemnity bond
- None(Security deposit to be paid afresh)

Click 13: You will land on the payment gateway page
