Community certificate is an official statement provided to the citizen by the state government confirming his/her caste and community. This certificate is the proof of one’s belonging to a particular caste and community, especially in case one belongs to any of the ‘Scheduled Castes’, ‘Scheduled Tribe’ and the Backward Class as specified in the Indian Constitution.
Documents Required Community Certificate
Following are the supporting documents required for applying for Community Certificate:
- Application in the prescribed format
- Court fee stamp of Rs. 5 on the application form (except SC/ST)
- Ration Card
- SSLC Certificate
- Electoral ID Card/Photo ID Card
Community Certificate Other necessary documents:
- For children of mixed caste marriages, caste certificate of either of the parents
- Migrant Persons born and brought up in another District/ Taluk, report from that District/ Taluk
- For people born and brought up in other states, a certificate from the respective place
- If Converted: Relevant gazette advertisement
- For Conversions: Shudhi certificate by authorized authorities
- For SIUC: Certificate from Bishop
- Adopted Children: Proof of Caste of father and adoption
E-district registration Community Certificate
Caste Certificate can be applied online through E-District portal . For this, you need to register in E-district portal.
Follow the below steps to register in E-district portal:
- Visit Kerala E-District portal
- Click on Portal User
- Click on “New Portal User Creation”
- Enter the required details about yourself including your Mobile Number and Aadhaar number
- Enter login name and password along with Password recovery question and answer
- Enter the captcha and click on “I agree”
- Click on Validate and then on Register. Now you can login in to e-district portal
One Time Registration
One time Registration is pre-requisite for applying for certificate from e-district portal.
Follow the below steps to complete One Time Registration:
- Login to Kerala E-District portal
- Click on “One Time Registration” button
- Enter the details about the person for whom service is sought such as applicant’s present address, permanent address etc.
- Once you have entered all the required details, click on “Check Duplicate” button. This will find out if you have already registered through Akshaya centres or so and enable you to pick the details
- After successful duplicate check, the “Submit” button will be enabled. Click on the “Submit” button to register
- The registered details can be edited later by clicking ‘Edit Registration’
How to apply Community Certificate online
Follow the below steps to apply online for Community Certificate:
- Login to Kerala E-District portal
- Click on “Apply for a Certificate”
- Choose the E-district register no. of person for whom the application is required
- Select the Certificate type as “Community”
- Select the purpose of certificate and other relevant details
- Click on Save
- Upload the supporting documents. Only PDF files can be attached. Maximum size of PDF is 100 KB per page
- Make the required payment
- Once payment is made, the applicant will be redirected to the receipt page. Take print out of this receipt and application for future purpose

Track Status
Follow the below steps to track the status of your Community Certificate:
- Login to Kerala E-District portal
- Click on Transaction History
- Choose “From Date” and “To Date”. Click on “Go”
- Now you will get to see the list of all your requests
- Click on View Status
Download Community Certificate in Kerala
If your application has been approved, you will get an SMS informing that your caste certificate is issued.
Follow the below steps to download the Community Certificate:
- Login to Kerala E-District portal
- Click on Transaction History
- Choose “From Date” and “To Date”. Click on “Go”
- Now you will get to see the list of all your requests
- Click on View Status
- Status will be displayed as “Approved”
- Click on “Print” next to it to download the Caste Certificate
How to apply offline Community Certificate :
- Visit the Village Office or the nearest Akshaya Centre in your area
- Fill the Community Certificate Application Form
- Submit the application along with the supporting documents
Issuing Authority
Tahsildar issues the Community Certificate in Kerala.
Time Required
Community Certificate will be issued 7 days from the date of application.
Charges:
If you are obtaining the service from Akshaya Centre, your charges will be:
- General Category- Rs. 25 + Rs. 3 (Printing/Scanning) /page
- Priority ration card- Rs. 20 + Rs. 3 (Printing/Scanning) /page
- SC/ST Category- Rs. 10 + Rs. 3 (Printing/Scanning) /page
Validity
Community Certificate will be valid for 3 years.
